Director of the Central Foreign Affairs Office Liu Huaqiu contributed an article entitled The Peaceful Foreign Policy of Self-Reliance and Independence Is Full of Vitality to the first issue of Qiushi Magazine in 2005. In the article, Liu analyzed the international situation in 2004, summed up China's diplomatic achievements in the past year, and particularly stressed that the most important reason for the relaxed strategic environment China has attained and the new important achievements China has scored in foreign affairs is that the peaceful foreign policy of self-reliance and independence has been firmly and consistently upheld under the correct leadership of the Central Committee of the Communist Party of China (CPC) with Comrade Hu Jintao as the Secretary General.

The article said the core of the peaceful foreign policy of self-reliance and independence is self-reliance and independence, which is a fundamental right of the Chinese people after long-term and tough struggles as well as the basic stance for the diplomatic work of the People's Republic of China. Regardless of changes in the international scene, China has never sacrificed its principle of self-reliance and independence. To stick to the peaceful foreign policy of self-reliance and independence, we must abide by the five basic principles of peaceful co-existence in dealing with relations between different countries. Practice shows that the five principles have withstood various tests and are the best way to deal with relations between one country and another. China has been establishing and developing friendly and mutually beneficial relations of cooperation with all countries in the world in accordance with the five principles of peaceful co-existence. We respect the right of the people in all countries to freely choose their own path of development suited to their national conditions and oppose the interference in other countries' internal affairs. We insist on addressing international differences and disputes through dialogue and opposing to resort to force or threaten with force.

To stick to the peaceful foreign policy of self-reliance and independence, we must firmly implement the guideline of observing calmly and responding soberly, which is compliant with China's basic national situation as well as with the requirement of the themes of the era, peace and development. We need to adhere to the guideline and should never take it as an expedient.

To stick to the peaceful foreign policy of self-reliance and independence, we must approach from the strategic height and cooperate with all parties to properly address various complicated international relations. We need to give priority to improving and developing relations with big powers. Meanwhile, we need to actively develop good-neighborly friendship with neighboring countries in the spirit of "serving as a good neighbor and good partner". We have to regard it as the basic standpoint of the Chinese foreign policy to enhance solidarity and cooperation with the third world. Bilateral and multilateral diplomacy should be well coupled to ensure mutual promotion.
