Address by H.E. Dr. LIU Xianfa At the Launch of Her Excellency The First Lady's Strategic Framework 2018-2022

Your Excellency Uhuru Kenyatta, President of the Republic of Kenya,

Your Excellency Margaret Kenyatta, the First Lady of the Republic of Kenya,

Your Excellency Rachel Ruto, Wife of His Excellency Deputy President William Ruto,

Honorable Cabinet Secretaries, County Governors and spouses,

Fellow Ambassadors,

Ladies and Gentlemen,

Good afternoon!

My wife and I are very honored to attend today’s Ceremony. Please allow me to extend our warmest congratulations on the launch of new Strategic Framework and highest respect for Your Excellency’s unremitting endeavor to promote women and children’s wellbeing.

As President Xi Jinping said, development cannot be achieved without women, and the benefit of development must be shared by all people, including women. During the past four years, we were proud and touched to see that the First Lady pushed forward the first Strategic Framework with commitment, determination and mobilizing power, and Your Excellency’s tireless efforts have achieved remarkable results. We’ve witnessed a significant decline in maternal death, effective prevention of new HIV infections among children and expanded partnership in health care services. We believe this is just a starting point and the new Strategic Framework will bring about much more gratifying progress in the coming years.

As good friend and good partner of Kenya, China has always been fully supportive of Kenya’s strong efforts to improve public health care. We have worked together to build various hospitals through grants and concessional loans, such as Eldoret Hospital, Mama Lucy Kibaki Hospital, Gatundu Hospital and the Teaching Referral Hospital at University of Kenyatta, and to strengthen our exchanges through training programs. Since the foundation of Beyond Zero, we, at the Chinese Embassy have offered our support by funding the purchase of mobile clinics to counties and medical equipment for four consecutive years. In the future, we look forward to deepening the partnership with Beyond Zero to tap our cooperation potentials.

Ladies and Gentlemen,

Over the past few years, we were also very proud that China-Kenya relations have advanced by leaps and bounds and now play a leading role in the relationship between China and African countries. Last May when His Excellency President Uhuru Kenyatta attended the Belt and Road Forum for International Cooperation in Beijing, two presidents decided to upgrade the bilateral relationship to a Comprehensive Strategic Cooperative Partnership, charting the course for the greater and deeper development of our relations.

2018 will be a year of historic importance to Kenya and to China in the development of China-Africa and China-Kenya relationship. Among all the significant events, China will hold the Summit of the Forum on China-Africa Cooperation in September, and the first China International Import Expo in November. Both China and Kenya will work even more closely to ensure that the expansion of bilateral pragmatic cooperation will correspond to the implementation of the Big Four Action Plan, including the agenda of affordable health care, and thus bring tangible benefits for the two peoples.
