Speech by H.E. Mr. Liu Guangyuan at the Hand-Over Ceremony of the China-Aided Two Rural Primary Schools
(17th November, 2010, Mihang’o Primary School Nairobi)
2010-11-18

Hon. Prof. Sam Ongeri, Minister for Education,

Hon. Ferdinard N. Waititu, Assistant Minister for Water and Irrigation,

Hon. Wilfred Ombui, Assistant Minister, Office of the Vice President,

Dignitaries, Journalists and Members of the Media,

Children of Mihang’o Primary School,

Ladies and Gentlemen,

Jambo. It is my privilege to attend the Hand-over Ceremony of the China-funded two rural primary schools. I wish to express my thanks to all distinguished guests for your personal presence at this function, and I also want to give my thanks to my commercial counsellor Mr. Jiangwei, my colleges and my fellow Chinese compatriot who make tremendous efforts for the two projects.

It is an inherent right for every child to attend a decent school and receive quality education. It is often said that knowledge is power, but I don’t fully agree with that notion – knowledge is power only when utilized. We believe that knowledge is a tool and not a trophy to be kept on a display unit in the living room or office. These young boys and girls need to be fully equipped with knowledge today and tomorrow so that we are sure the future of this beautiful nation is built on solid sound individuals.

As you may be aware, the project consists of two rural primary schools (Mihang’o Primary School in Nairobi and Eronge Primary School in North Mugirango). The total investment of the project is more than Kshs.100 million. I hope it will contribute significantly to the improvement of education in local community.

Ladies and Gentlemen,

The cooperation between China and Kenya has yielded fruitful achievements in the past 47 years. In the road building area, China Road & Bridge Corporation is involved in the road construction of Nairobi North & East Bypasses funded by the Chinese government and I am encouraging three competent Chinese companies to engage in road building of Thika Road.

In the health field, the Chinese government granted batches of anti-malaria medicine to the Kenyan government. China has established a malaria prevention and treatment centre in Kenyatta Hospital Grounds. The China-aided hospital with 112 beds in Kayole will be completed within this year.

In the energy exploring area, the Kenyan government is focusing on exploitation of environmentally friendly energy sources such as geothermal, wind and solar. In this context, the Chinese government has implemented the project for drilling 26 steam production wells at Olkaria and 2 projects for constructing power transmission lines and substations through Chinese concessional loan. As you know, well-drilling is a high risky trade, so I went to inspect Olkaria projects last Saturday.

In education area, the list is much longer. In addition to this project, we have two Confucius Institutes at University of Nairobi and Kenyatta University respectively. Every year around 300 Kenyans are now studying in the universities of China under the Chinese government scholarships. The Chinese Embassy is going to work harder to get more scholarships for Kenya in the future and I hope some of the students present will get chances to study in China; A Chinese language teaching team of five volunteers from China has been teaching in Kenya. In this year, more than 1200 Kenyans have been trained in China in short term programs such as finance, education, agriculture, hydro power and etc.

We are delighted to see that our two countries have established a long-term stable and mutually-beneficial relationship, featured with close contacts and friendly exchanges at all levels as well as fruitful cooperation. For instance, the annual value of bilateral trade has been over 1 billion US dollars. More and more Chinese companies have taken Kenya as a new destination for investment. We believe that with the efforts from the two sides, our relationship will even grow faster and deeper, bringing more benefits to the people of both countries.

Kenya is a great country bestowed with beautiful landscape, rich history, intelligent people, and a big potential of development. We all see with appreciation what Kenya has achieved in its economic and social development and improvement of the people's living standard since its independence. We all see with appreciation that the Kenyan government and people are working very hard to fulfil the goal set in the plan of Vision 2030. Each one of you is a major player in this ambitious plan and will make your own history in this fascinating process. China stands with you all the time. We are happy to share our developing experiences with our Kenyan friends and provide support continuously. China regards Kenya as a good friend and an important partner and will work hand in hand with the Kenyan government and people to strengthen our cooperation in all sectors. We are fully committed to uphold and further advance the long-term stable and mutually beneficial relations with Kenya for a win-win progress.

To conclude, please allow me to express my warm congratulations to this project. I wish and believe that more and more Kenyan people will benefit from the cooperation between our two countries.

Thank you. Asante sana.
